Dangerous Substances & Explosive Atmospheres Regulations (DSEAR)

Control risks from dangerous substances and explosive atmospheres. Our specialists assess hazards, set controls and help you comply with DSEAR requirements.

How We Help

We provide DSEAR consultancy and assessments, from first hazard review through to hazardous area classification, proportionate controls and training, so you can operate safely and comply with the law. Key services include risk assessment, practical controls and clear documentation.

  • DSEAR risk assessment: Identify dangerous substances, ignition sources and credible release scenarios that could create explosive atmospheres, with a prioritised action plan.

  • Hazardous area classification (HAC): Define Zones 0/1/2 and 20/21/22 with plans/drawings for gas, vapour and dust risks, and guidance for safe equipment selection and ways of working.

  • Controls hierarchy: Apply elimination or substitution first, then engineering and procedural controls; specify suitable protective equipment only where needed.

  • Ignition source control: Manage static, hot work and electrical equipment selection/maintenance (e.g. ATEX/Ex-rated) and coordinate contractor activities.

  • Documentation and evidence: Provide risk assessment records, HAC schedules and drawings, equipment/inspection registers, and emergency arrangements to demonstrate compliance.

  • Training and awareness: Brief managers and operators on safe storage and handling, housekeeping, spill response and emergency actions.

  • Integrated fire safety: Align DSEAR zoning and ignition controls with your fire risk management strategy and emergency plans to maintain consistent protection.

What Our Approach Means for You:

Our DSEAR expertise is about more than just ticking boxes; it’s about protecting your people and your organisation.

  • Prevents fires and explosions. Robust controls reduce the risk of serious incidents that harm people and disrupt operations.
  • It is a legal duty. Where dangerous substances are present, employers must assess and control the risks and keep suitable records.
  • Builds assurance. Clear evidence for regulators, insurers and customers supports your licence to operate and claims defensibility.

Where DSEAR Applies

DSEAR applies to many everyday activities where flammable gases, vapours, mists or combustible dusts could cause fire or explosion. Typical settings and operations include:

  • Vehicle workshops, bodyshops and spray booths
  • Petrol and diesel storage or dispensing facilities
  • Paint mixing, coating and spraying operations
  • Manufacturing and processing sites using solvents, resins or adhesives
  • Food production and milling (sugar, flour, grain or wood dust)
  • Waste management, recycling and landfill sites where gases or dusts can build up
  • Laboratories, chemical stores and plant rooms using flammable gases or solvents
  • Storage and display of flammable goods such as paints, fuels or aerosols
  • Deliveries and transfers from road tankers or bulk powder systems
  • Handling, storage and use of gases under pressure or substances corrosive to metal
  • Agricultural and horticultural operations using fuels or fertilisers

Many workplaces are surprised to find that DSEAR applies to them. If you’re unsure, our consultants can help you identify whether your activities are in scope and what controls are needed.
