Our team, formerly part of Baily Garner (Health & Safety), supported WRBC Development UK as CDM Advisor during the construction of The Scalpel, a 39-storey commercial tower in the City of London. Located in a densely populated part of the capital, the scheme required careful planning and coordination to ensure safety, buildability, and long-term maintenance access.
The £200 million project involved a complex steel and glass structure, with risks associated not only with construction but also future use. We worked closely with the delivery team to ensure health and safety duties were met throughout, while considering the surrounding environment and neighbouring properties.
We contributed to the development of practical design strategies, including dedicated internal zones for mobile phone use and drinks stations, positioned away from leading edges and window lines to preserve privacy and reduce risk. We also advised on plant access and replacement planning to support future maintenance operations.
As a high-rise development in one of the UK’s most regulated urban areas, The Scalpel demanded a collaborative and compliance-focused approach. We are proud to have played a part in the safe and successful delivery of one of London’s most distinctive commercial landmarks.
