Building Safety Regulator Reforms Announced

Following recommendations contained in the reports following the Grenfell Tower fire, the Building Safety Regulator (BSR) was established under the Building Safety Act 2022. The BSR is part of the HSE and is responsible for:

  • Setting standards for the design and construction of higher-risk buildings
  • Helping accountable persons to manage building safety
  • Overseeing the registration of building control bodies and professionals

Concerns have been raised that recent changes have led to delays in the process for approving new housing and buildings. The Ministry of Housing, Communities and Local Government (MHCLG) has announced plans to speed up the housebuilding process.

Part of the announced reforms includes setting up an arms-length body within the MHCLG to take over the functions of the BSR from the HSE as a first step towards creating a single construction regulator. This was a key recommendation of the Grenfell Tower inquiry. The MHCLG also announced the capacity of the BSR is being enhanced with over 100 new members of staff.
